National Fusion Center, Maryland Coordination and Analysis Center and UofM CSS

This link is a news story about the Maryland Coordination and Analysis Center MCAC (a Fusion Center)

From this website link at the Center for Safe Solutions  MCAC funds University of Maryland researchers to oversee many of the intelligence functions of the Center.  This link is a CSS job description for an Intelligence Analyst to be assigned to MCAC.  This link is a CSS job description for a Crtical Infastructure Program Manager to be assigned to the MCAC.

Who is working for who and being paid by who?  MCAC is a Maryland government agency with ability I presume to hire employees.  Outsourcing to UofM CSS to "oversee".

This website link to grant funding of Fusion Center operations gives some insight.  Agencies with an interest in Fusion centers are encouraged to be spokes of funding.  They pay for and provide staffing to the Fusion Center.  The "provide your staffing to us"  approach is laid out in the Oregon memo of understanding for an agency to participate in the Titan Fusion Center.
