Fooled then Ruled by Ferengi

Ferengi?? This link explains

Characters of comedic value in Star Trek.  Bumbling fools done in by their own devices.  Always a good gag.

More sinister characters were necessary:  Klingons, Borg, etc. "but viewers could not see such comical looking creatures as posing any kind of consistent threat"

Essentially, each "other alien" entity had a governance system designed to meet their own self defined conceptual system objective that was a competitive threat to  the Federation.

Klingons and Borgs occasionally impose their system on the Federation but of course fail as the Federation remains true to its values that triumph.

Maybe the Ferengi were the most serious threat?  Seen as bumbling comical fools.

Might our greatest threat be bumbling comical fools that are tools of the Klingon and Borg?

Focus of the next Star Trek blockbuster?

Become a cult classic?

Video Game?  probably already done!  If or if not it could profit from an update and more direct parody so the audience could not fail to get it.

Nasty villains in Ferengi clothing.  Portrayed at the start as bumbling fools.  Unmasked as terrifying monsters that prey on bumbling fools.
