What seems to be emerging here is a new view:
A Public Commons Clearing House for all exchanges of money ownership where the currency is exclusively US Digital Dollars.
The object that is cleared is not money but the owner of the money as it changes ownership.
That makes the Public Commons Clearing House the processor of the exchange as well as the custodian depository of the Digital Dollars involved in the exchange transactions among the Financial Entities associated (linked to) Digital Dollars in the digital depository.

Maybe I should just use the words "United States Government" meaning it belongs to us.
