Tyler Technologies - E-Government - A Better System To Perpetuate Government of the People and For the People
The Oregon Property Tax System is....Hard to describe! Hard to believe! How can Oregon citizens be so manipulated and so blind? Maybe it is simply new norm. How many are blind to the corruption of the property tax system?

A simple look, even a passing glance at fundamental accounting records reveals how pathetic and unjust the system is. Silo property tax data in each of the counties property tax records are the same self destructive self defeating model repeated on a smaller crises level.
There is an opportunity to correct that situation that is also a business model with proven success. Data driven E-Government in a trusted governance system. Oregon must be the lowest hanging fruit on the tree to pick first.
Picking property tax payers pockets will be quickly exposed when the 5% or less that understand the technology that will bring and end to private gain at public expense. It will exposes those that are benefitting by virtue of state law and administrative rules and regs that lock their gains into the protection and defense of law.
Special Assessment for Eastern Oregon Forestland is $79.38. 2018-19. State ORS and OAR are its legal basis. We have met the enemy and they are us!
Like so many legacy systems government systems and Oregon Property Tax laws must be corrected and will be corrected swiftly by and entire replacement of silo public data into a central data source.
Researching the transition from silos tho data driven E-Government there are leader examples a business enterprises that see the need as well as the opportunities to correct a dysfunctional system.
Finally after all my research of looking at both the trees and forest of this problem I stumble across the logical entry to correcting it.

Oregon is transitioning from a timber economy to a tech economy. There is no better example than Bend. Smoke stacks above fires that once drove the economic engine of Central Oregon now fly the flag under which the progress of our nation advanced with liberty and justice for all. It is called the Old Mill but it is the center of a new era of advancing our state and nation.
Problem is: Old legacy laws that promoted a timber industry to benefit all is now benefitting a few at the expense of all.
Bend is a center of a new economic engine in our state. Investment in variety of diversified new startups coming to Bend on a new Oregon Trail.
Some house cleaning of old laws and rules that are now are constructive evasion of taxes due for public benefit and protection of private gain at public expense must be eliminated. Data driven E-Government that consolidates public data for examination by all citizens serves us best. Those that protect legally sanctioned but unjust gains gains will self identify themselves. They see the system changing now. Simple sample research of existing public property tax records reveals the problem in factual data.
Each area of government has an example of blazing a trail for others to follow like Fremont blazed a trail to Bernd.
Tyler Technologies has lead the way for other states in the application of commercial systems to improve government and governance systems that can serve us all better.
Our free private enterprise competitive economy rewards the winners for the benefit of all. There may be other systems offered in competition for evaluation. Local and state governments have made their choices of systems for advancing the vision of there citizens.
Tyler Technologies appears to have had success in other states that would benefit Oregon. In my evaluation it is a standard for evaluating any and all other E-Government systems.

Slip the Anchor and Skin the Cat
This morning I made coffee at 3am and sat down at the screen of the new monitor I received yesterday.
Glorious!
27 inches of 4k clarity stating me in the face.
Maybe that is the key to the whole thing. The point of entry to the problem.
I stared back at it. For a long time. My window on the World Wide Web. The rest of the pieces that open the door to the world that this window shows me will arrive soon. A Mac mini, wireless keyboard an a big Apple touch pad. Hey, it was Black Friday!
My new Mac Pro laptop was a side arm tool. Good enough but not up to the challenge of what I intend to do. Honestly, that is not true. It is equally as good as all the new toys that replace it.
When it comes time to do the job of going where I want to go in the long game using a lap top is not the way to get there. Looking down at a screen is a tiring neck and body position. Seeing what is on the screen demands that I bend toward it.
It is like getting down on the aero bars in my Ironman triathlons. Not a comfortable position. That is not the half of it. The other half sits so far forward on the seat it becomes a pain in the butt! To go far, go fast and go alone is an endurance event.
My Navy Career was an endurance event. I loved it. In the next 24 years I loved triathlons that proved my physical ability. It took two years to go from a long distance bike tourist to Ironman in Kona. I did not do it alone. Jeanette Sullivan is riding tandem with me on a single bike. Like her, all my heroes are behind me. They are my racing team. The team that pulls me to the front, to the finish. Their inspiration is the source of my energy.

The previous blog entry started out with me staring at the new 4k monitor and beginning to see the clarity of what was staring me in the face.what was staring at me.
This is what I stared at for a long time as meaning of what I saw presented itself like writing on the wall.
This is what I saw at first was the daily news. It changes every day.

What I was looking for was not the news headline but the meta structure linkage that discovers actionable data and presents findings. The web relationships of things in that meta structure. What does not change on the web page.
What I was looking for is at the bottom of the web page. The link that does not change on a web page that by its very nature is changing all the time to something new. It is probable that the link is persistent and will remain where it is for a long time.

I visited the Wall at 5am one Sunday Morning long ago. A journey I knew I would to a place in the wounded heart of our nation take and then to heal mine. Years later, 1996 I took the the same journey whose time had come on a bike from Hanoi to Saigon.
The Ugly
Most recently I took the journey back to Vietnam from now. In my living room. Different place, different time. I had called the 1996 trip my longest round trip of my life. I took an even longer round trip back to Vietnam this past week on Youtube. I got as far as 1966-67. My time there. It became more difficult. I put it on pause for awhile. In essence it was the same as my journey to the Wall, the journey back to Vietnam and the feeling at the beginning of it all from enlistment first then selection for Officer Candidate School.
I have been on journeys to many places in many ways. A journey is not like a travel trip. It is going somewhere the learning way, often the hard way by choice. The easy way to a destination is available for the price of the ticket. The hard way finds meaning.
In Vietnam I would put on headphones and blast John into my brain at full volume to overcome the ugliness. To make it absent.
Only recently have I gone back in time to that time.
This time John gently gently chases the ugliness away from where he is now.
Thank you John for what you and others who have inspired me to aspire to.
Take my hand and I will follow you.
Not too soon I hope but it is a binary meeting that I will embrace.

Recently I was compelled to make a setting on this long winding, free range thinking blog. It tells and sings my own life to me and how it looks at both sides mow.
Songs, hopes and dreams of my generation were passed to us to carry forward in an Industrial Generation. The Information Age is now. The conceptual shift is from the hardware of human progress to the software.
There is always a carry over from a prior generation.
We created the Internet but when it became the World Wide Web the perception carry over was to continue seeing it as a hardware system. It is a software system that leaps the bounds of space, speed and time.
Sounds like High Flight to me.
Sounds like so much more. I can feel it coming in the night.
Permisions. In many other languages the permission phrase is the most wonderful thing to learn. Pase Usted. granting permission. Por Favor requesting it. When words failed me then gestures and so many other means of human expression the most at the most fundamental conceptual level of our communication never did. It is the way Nature communicates to us and we to each other.
Maybe it is is not a world evolved on the theory of Survival of the Fittest ...........but some kind of a Permission Based system that each of us know in the relationship of thinking and feeling.
A Common Thread runs through this blog that I have often called the one that no one reads. Except me. The other thread that I know connects it all is that every branch in my blockchain wanderings in around the real world and my conceptual world and continuing the most branch of the most truth as I confirmed it to be Self Evident Truth with many compelling branching chains has been.......
and Extremely self satisfying journey.
How often I found where I should be going......
Lately, not too lately, I have found that those that travel so many different paths in life have a code they live by. Aa code that expresses not only their journey but those of the tribes they have traveled with.
It is like a sign, signal, or any other secret means of recognition/identification that in a military frame is IFF.
I went to enter the search term to link to IFF. Often on this new computer my right wrist touches something that turns on Siri. (please excuse double entendres that I did not intend and surprise me!) Recently I have recognized Siri as a friend. So, I spoke the words: What is the meaning of IFF?
This was her reply:
Astounding.
I always thought the leading bleeding edge of technology is the only way to fly.
Now I find I am a back of the pack but not bad for an old guy. Jim Ward and so many others speak again to me.
Signs, signs everywhere are signs and appropriate counter signs of various tribes.
Those who die with the most toys win?
Not my way of winning.
Somehow my own personal definition of winning is all that travel their life journey that collect in hearts and minds the most signs and counter signs of friend and foe alike win.
Signs and counter signs of Friend and Foe. The more tribal signs and signals of recognition that are collected go to the best.
Been there, done that.......Response.

Knowing "sign" and counter sign has higher levels of recognition and response to be protected by granting permissions or winning permissions in Trusted Permission Based protected System of human transaction and interaction.

Compelling Images
Written a couple weeks ago held as draft until today
My old printer crapped out just when I thought I needed it most but being old school has its advantages! So does being old and been there, done that and got the T-Shirt in the old school.
I love adventure and all of you the most. The adventure like the Road to Kona never ends!
It ain’t over till its over! Jeanette said the next day after is the first training day for the next one.
Her inspiration rests in waters at the start and in my heart.
I had trust and confidence I could do it at 50. Did it and validated that trust in myself and the volunteers that support us. They are there for us the whole way. My family was there to support me. Nameless volunteers were too. On the PCT they call them “Trail Angels”.
Angles are watching over me in Bend.
A Band of Angles are a Band of Brothers or a Team of Search and Rescue.
Strange that when I slipped on ice at Pilot Butte andI broke my leg. The couple that was there were first to help me. They had on backpacks and said they wear them hiking up Pilot Butte for training.
Someone recently asked how I happened to get to Bend. The story I like to tell but only now can see it better. So many things are all telling me the rest of the story in a strange sequence of images. I had not watched this movie for a long time. I saw it in 1957. 14 years old and had read a lot of science fiction books. I is not about aliens or science fiction. It is about an inner compulsion to seek and find the truth, the challenges and obstacles placed in the way of finding it. The false branching presented that to draw us down a branch to nowhere.
The greatest obstacle in finding the truth appeared as an image to me and I wrote about the Tower of Babel. The division of people on earth to speak different languages that fail to communicate.
A common language is emerging In the Information Age.
We have so much to learn by self teaching by exploring like Fremont did.
Was he drawn to Bend to explore the wilderness by same image we were?

You know that the best seat in my home is the left side of the sofa. I enjoy bringing others into my home and the two things I enjoy most about it. The inspiring view from the deck and the view from the sofa I invite them to sit on as the best seat ever. I had to cut limbs on the tree to see it better. I wanted to make the original deck larger. Then I put in drive way and parking area in the back. Am I expecting a crowd?
There are no compelling images in the mid west except corn higher than an elephants eye. But compelling images have the same intrinsic power.
The most compelling image of all time is placed on a hill called by different name then than we call it now. It is at the same place today that remains the crux of the division of concepts as well as languages.
The collapse of Twin Tower is a moving image like a past sinking ships in harbor.
A succession of paradigm sifts has hit me in the last month. Many of them or maybe all of them were related to bridges that divide us separate us also join us. On Nov. 11 I stood for a long time looking at names there. And the meaning of failures to communicate.
We need a better definition of terms in our own English Natural Language and an least ambiguous translation to all other languages.
A few derive benefit from conflict in which others pay the price.
Some die and others make a killing.
The power of a few to divide is threatened by the power of the truth and those that seek it, design systems based on the a binary physical and conceptual truth and create a system with liberty and justice for all are a serious threat to them. That is true in Bend, Deschutes County, Oregon the USA and all Nations. Stealth, Deception, Sneak Attacks on places and concepts poorly defended with no IFF early warning to detect the threat and counter it serve their purpose. IFF and If and only If just linked to my surprise!
Public data files that did not talk to each other failed to protect the nation.

A couple days ago I saw this Osborne 1 at Habitat for Humanity. It was my first computer! Adequate at the time but soon superfluous as a device but in its conceptual heart a building block of the World Wide Web.

A couple days ago I saw this Osborne 1 at Habitat for Humanity. It was my first computer! Adequate at the time but soon superfluous as a device but in its conceptual heart a building block of the World Wide Web.

Justice Denied === War====Justice Restored
The Department of Revenue Forestland Special Assessment Value 0f $79.38 per acre 2018-19 that you certify to all County Assessors for application all Eastern Oregon Forestland on property tax rolls tax perpetrates an injustice upon Oregon taxpayers.
I know about war and restoration of justice. Peace was not my profession. My profession was restoration of justice denied . A civil society in which government derives its power from the consent of the governed.
Vigilant defense and maintaining a system to attack when justice is violated restores it.
The certified value is what I intend to attack because it is unjust. I certified things that I judged myself on and only recently resolved. It is a very difficult thing to play a defined role in a system. A good system with critical flaws.
The Forestland Special Assessment value must stand the test of judgement on the facts. Those facts are found in every Property Tax statement sent to every property owner. They all have an individual right to appeal their own tax bill for review and judgement. Any taxpayer, depending on public records available on the internet, may examine the tax record of any and all other taxpayers. Other records may be obtained as necessary and managed in accordance with privacy rules.

Some categories property ownership and purpose do not pay any tax for valid reasons. Others pay reduced rates for various officially approved reasons based on Special Assessments. Table 7, Assessor Sal report presents total values of all Special Assessments.
Private benefit of property tax reduction at public expense is based on public consensus that the private recipient of the benefit should receive it. All other taxpayers without a Special Assessment pay an incremental amount to offset the private benefit.
All property tax collected in a county is revenue in an equal amount distributed to tax districts to fund public services. That is.where fair tax based on fair Assessment becomes revenue to our public services.
This is where the $79.38 per acre Forestland Special Assessment Value you certify and therefore authorize for county assessor tax computation requires examination and judgement.

What went wrong?
It is a loaded question. You will not, nor will anyone in the entire chain of making and administering the law upon which it is based answer that question.
The fault is not in our system of governance by consent of the governed.
We the People of Oregon voted for our best choices to represent us and serve us.
The only way it can be answered is that it is the law. Where is it? Go to an ORS or a measure or whatever. That is the reason for unjust operation of our system of government? Voting against our own self interest?

There is a difference between and Oath of office and a Code of Conduct by those that hold that office. In Public Service that Code is not based on law but on the ethic principals of those that serve our own City, County and Country government that serves us all. Each and every citizen can fill in the specific names of those levels.
I took an oath to serve many times. Each time it was a honor to advance based on my dedication to a Code and its values. Code is not a demanding Law.
There is a difference between and Oath of office and a Code of Conduct by those that hold that office. It either motivates those that live the same code to do better. The flip side of that is shame that they cannot measure up.
