This deserves some further investigation!  There are certainly a great number of entities besides the Head Office of Pegasus Global Holdings occupying "888 16th Street NW, Suite 800"

The structure and policies in place at CITE are specifically designed to remove legal, cultural and budgetary impediments as are currently prevalent in the process of moving beyond basic research and development activities.

Exactly how legal impediments are removed is an interesting question.  By finding loop holes, making loop holes or just having the law re-written? Maybe that is why there are so many law firms at the same address, same Suite 800?

The simple answer to how legal impediments are removed is answered, obviously, by the absence of people and the rights associated with people as well as all other laws relating to people.  No people, no need for laws applicable to them.  Laws however are applicable to things.  By one reference I read the buildings will be constructed to code.  By inference some will be constructed to old code, in relationship to insulation for example.

No people in a city.  Why didn't Pegasus go to China instead of New Mexico.  China is skilled at building cities with mo people.  Pegasus could simply provide the specs for building it and probably get more city for the price.  They could even get people as a bonus that would act as test subjects.  I also read that Pegasus will provide people in this unpopulated city as necessary for experimentation.  I'd like to see the waiver of rights that they would have to sign.

I read a lot of material relating to CITE that I will reference without links.  There was too much.  I read that the city will not be unpopulated by people.  Logically, it has to have people, they are an integral part of the model.  That is is what cities are created for.  Cite, however, creates the city and then the people to populate it.  Those people will be created as models of human behavior.  Like people in a computer game but in this case they are modeled people interacting with a real world city environment.  An interesting concept upon which to build some speculation as to how it would all work.  Artificial Intelligence Deep Learning will no doubt be involved to simulate human beings?

Where will that AI deep learning come from?  What will be the source?  In a prior blog entry I was fascinated by George Hotz teaching a car how to drive itself by observing human behavior.  That is one example of simple machine learning.  What if, in a real world environment,  I mean a real selected city of about 35,000 people, everything that people did was observed, surveillance  is a better word, and recorded for AI parsing to create a model of human behavior?

That leads to some interesting speculation that quickly gets into this CITE city looking more like a Hollywood movie set.  Perhaps that is one of the features of the business plan?  My imagination runs wild!  Westworld springs to mind.  It was somewhere in the desert.  Life imitates art.  Wow, this is fertile conceptual territory to plow and plant some seeds of thought in!

Somebody beat me to that fertile field!  Westworld is getting a remake! by HBO.  Kinky? It is a 2016 release.  This is everything to know about it.  "The plot is all about androids breaking free from a freaky, past-and-future-simulating theme park.".......and invading Hobbs New Mexico????

Continuing on this fork in the focus road deserves its own blog entry.  It would be fun to play with the concept of real/virtual and virtual/real worlds and their points of intersection to the extent that the audience did not know which was which!

Might that be Turing Test 2.0? this link the Lovelace test you might think it to be. In Westworld however it might be?  Its Hollywood after all.  Beyond the Turing Test. It is fascinating to speculate about what is out there beyond it. 

Holmes and Narver once had a plan for a fantasy city on its website before the company morphed into other companies or holdings.  I always wondered what that had to do with any real world construction they did?  The idea is alive and well.

Will there be sin in CITE city?  How will sin be modeled in a city with no real people?

Fantastic idea for the plot development of HBO West world.  The androids break out of their movie set and invade CITE city, not Hobson.  They take over control CITE city and populate it instead of being controlled in the movie set they broke out of!  Real people enter as residents of CITE city not knowing that it is populated by androids posing as real people that observe and learn from the behavior of real people.  Like they learn how to drive Hotz's car.  The twist is that human behavior sometimes baffles them and they reject it not a model to adopt but avoid.
