First it was License Plate Readers to control parking......then it was....what's next on the information control list and who is in control?  What controls are there?  Where does the information gathered go?  Is it subject to any form of data mining?  Sale?  Sharing with affiliated business?  Government agencies?

Who provides the hardware and software for this?  What exactly are the "mobile" LPR devices?  mounted on what?  Are they turned off when not on OSU Cascades property?

After all the pages of contract boilerplate there is an excellent specification of LPR deliverables!

Note that the RFP for LPR truly is boilerplate.  Whoever wrote contract and the specs at 0r for  the National Purchasing Alliance was very thorough.  Most likely written by technicians working for the company that wrote it so it could be given to contracting officers to form an RFP that included everything the company had to offer.  For example:  Google this search term extracted from the specifications that would probably be a specific enough unusual phrase to identify hits on the use of the specifications in other entity RFP.  Obviously there are many subscribers to the same provider of RFP information as prepared by a central agency and  used in the previous paragraph.

Who really wrote the specs in the RFP offered by NPA and used by the Region XIV Education Service Center in Abilene Texas?    NuPark is located in Austin, Texas. NCPA is located in Houston, Texas.

Nupark has a registration page to use for parking permits at facilities where it has a contract for LPR parking services.  Events in Oregon were searched and evidently NuPark is providing parking permits for the http://www.nwjusticeforum.com in Ashland Oregon, Southern Oregon University.  Nupark obviously has the contract for student parking there: https://inside.sou.edu/enrollment/financial-services/parking-permits.html

The NuPark System is unlike the Eyepax system.  It depends on registering a user license plate with the system.  A roving patrol car with an LPR reader then patrols the designated parking lot to validate plates and issue tickets.
