The link is a .org site, not a .gov site. All the state Fusion Centers are listed here at this link. A random check of states shows they are .gov sites. What up Oregon?

The OTFC is a certified U.S. Department of Homeland Security-Oregon Governor designated local fusion center that adheres to the policies and procedures of federal, state, and local regulations. Anti-terrorism is the OTFC primary focus, though it will devote resources to crime intelligence analysis on a case-by-case basis.
OTFC is staffed by government employees and "many valued partners who provide support on a part time basis."
At this link OTFC is listed as an Oregon state agency. If so then why not a or.gov website?
From Titan privacy policy definition:
"Participating Agency—Refers to any criminal law enforcement agency that enters into a
Memorandum of Understanding with the Oregon TITAN Fusion Center and assigns personnel to
work at the Center"
