Good question with few preceding links to narrow the scope of intent....The intent to reduce complexity to simplicity by increasing precision in relationship to a reduction in ambiguity.

Natural Language is a significantly ambiguous combination of Operating System and Applications.

All things have a binary nature  

1. What they are = What a thing "Is"
2.What they do =  What a thing "Does"

Funny Thing:  Things are defined as objects.  The definition of  "object" is a noun and a verb meaning depending on how it is used in context.

The Language of Law is a refinement of Natural Language that increases its precision and decreases ambiguity.  The remaining ambiguity however is subject  to disagreement.  Call that Objection (verb).

"Codex" defined as a system that is a "Legal Scripting Language" is a disambiguation (verb) of inherent "Natural Language of the Law Refinement" that has taken place over history from the first "Codex" to a paradigm shift of medium of expression in the Information Age.

That paradigm shift is the Artificial Language called by the name of what it is: "Object Oriented Language " and defined in terms of what it does (Object Oriented Programming) as a point of entry to backing into explaining what it "Is".  An explanation for all of those that approach primary conceptual comprehension of a thing in terms of what it does to arrive at some degree of understanding what it is.  That is the way most people frame and approach to the problem of comprehension of a thing and doing something with the thing.  Focus on the action of a thing.  Others (relatively very few) frame the problem of comprehension by focusing on the thing itself.  Many are in between and can approach comprehension in either way shifting from the thing to its action.

"Law" is undergoing a shift of framing from "Action Oriented" to "Object Oriented.

The "New Codex" Object Oriented Language is perhaps a return to the original Codex?

What is the Law?  Define what Law "Is" using a precision language system and what the law does more precisely and less ambiguously in application naturally follows.

What is the foundation of Law?  Conceptual Self Evident Object universal truths at the most granular level of each citizen then  endowment of fundamental truths with intrinsic methods for application to all citizens in and Object Oriented system.

System Conceptual Object establishment first then creating Methods for those objects to do something at the most granular citizen level and a selection of Known Messages to relate to other System Objects in a top down structure of Systemic Law to apply in all citizen cases (state) equally.

No citizen is above the law.

But all citizens create the law?

Law is created with the consent of the governed?

The majority of  governed citizens  frame the law in reference to themselves and their beliefs primarily in terms of what it it does, not what it is.

The creation of what law is.....is entrusted by the governed to law makers.  Conceptual System Things are created by framing the Objects first but approach is on the horns of a dilemma.   Law is created to ultimately do something on the granular citizen level for the citizen and is often written to do something special for a select few at the expense of many.

Law creation is the domain of Congress.

Law Application is the domain of the Executive.

Law Interpretation is the domain of the Judicial.

An excellent Law Operating System providing for effective Programs that  apply the Law to do something with high precsion and low ambiguity should result in minimum need for adjudication interpretation.

CodeX legal scripting language is Information Age tool to improve our system of self governance.

CodeX is a precision language.  Language tends to change to meet the wants and needs of those that use it.  NaturalLanguageEnglish as a common coding system has many dialects.  A more precise form of usage that meets the requirements of everyone to communicate with greater precision is required.  When communicating within a frame that requires that it we all need to be adept in its usage.  At the very least everyone needs to have some ball park understanding of the general structure of a the more precise dialect that reduces ambiguity in our society.

That necessary comprehension of a more precise dialect,  (Math and music are more precise dialects learned in school) must be taught in school as a progressive learning extending through all primary and secondary levels of education.  Starting with ABCs.

An informed society is absolutely necessary in our Information Age.  We must all be skilled in the Natural Language Coding of our Reason and Logic Social System that moves Ambiguity to the level of Truth.

It is function of the Voice of the People expressing themselves to elect a leader who is to speak for all of us within the frame of the "Common Good" of what Self Governance is and does.

Not advancing the precision of our Natural Language to the level necessary to interface with a rapidly changing Information Age is, by default, Dumbing Down.  In the Industrial Age our society learned to interface with mechanical things like cars.  Generally it was intuitive mechanical learning.  Learning to interface with technological advancement in the Information Age is equally intuitive but in a conceptual frame of reference using logic and reason. 

The Secretary of Education is one of the most important positions in our Executive Branch.  The branch that implements the stated social foundation of our Common Good.
