"Everyone is held accountable".  How many bankers went to jail?

A plan is a plan and some are real plans to really do something and others are merely PR exercises.

Accountability is holding a plan's feat to the fire.  The plan has to have a structure for implementation and measurement of performance.

The proof is in the performance.

China has a one party system.  We have a two party system but not a dime's worth of difference between them really.  The issue is who has the governance power.  State or who?  Business?  Who talks and who listens.  In the US people elect those that govern us.  We have a choice.  Once elected they hear the voice of big business, big money.
